Small Prussian ribbon bar

Hello,
Got this many years ago from a large grouping of German items brought back by a US vet. I just wanted to ask if the second ribbon is for a Prussian general service decoration in silver? I looked it up and apparently the ribbon for this medal is the same as for the red eagle order, but I would assume anyone with that order would have most likely had more decorations than just this small bar.

Very nice Dale! This ribbon could also represent the Red Eagle Order Medal.

I think it is most likely a Red Eagle Order. The medal of the order as well as the general service medal were given out to long serving NCOs, and would most likely have a long service decoration as well.
