Unknown WWI Tinnie

Does anyone know what the country of origin is of this WWI Tinnie? I would guess German but I don’t believe that the German Army were wearing Feldmutze style caps in WWI, maybe Austrian?

Any help/opinions would be appreciated.

The cap on the soldier looks austrian. To me it seems the solider is blind and angel (or mortal lady) is guiding him. Maybe badge for some donation/charity event for war-blinded?
