The badge/cockade on this Matrosenmuetze is the Reichsadlerkokarde of the Weimar Republic. This replaced the black/white/red cockade in 1919 (IAW Art. 3 of the Weimar Constitution).
Officers wore a similar badge either in bullion or metal, surrounded by a bullion oakleaf wreath.
These badges continued in use until 1933.
