So many awards for a Wuerttemberg NCO - can this ribbon bar be real?

I got this from ebay: What do you think, can this bar be real? So many awards to apparently an NCO?
What is also strange about this, is that the red stripes on the Oldenburg look like they have been added later! The ribbon is not even!
