Unusual ribbon bar backing material

The backing looks like a Lübeck Hanseatic Cross, but the texture of the backing as it's frayed out doesn't appear to be "normal" ribbon bar ribbon. Is anyone familiar with what the source of this type of material might be?

Possibly from a flag? The weave looks right.

I took another close look at it, and it appears the backing material was folded inwards before being stitched down on the red side, but not the white side. Some sort of flag with a narrow white edge?
