the context could be helpfull.
Kriegsmarine means 1934 -1945 ?

I know the abreviations

SVK = Sperrversuchskommando
and
TVK= Torpedoversuchskommando

May be ist an early combination of both.

I found and old Tool with the markings stvk and the Weimar eagle with M underneath.
