Austrian 1898 Jubilee?

If I'm not mistaken, the 1898 Jubilee is the only logical ID for the red ribbon in last place on this ribbon bar:



However, with no long service ribbon, that seems a tad odd. Are there any other candidates that I might be overlooking (something foreign?), or does the 1898 indeed make sense here.

He was a German, not an Austrian guy.
So I think it is a peacetime Austrian Franz Joseph knight or a class of the Vross of Merit.
