Can some one please tell me about this man's uniform and date? He has an F B on his chest and a shoulder board with pips and one without pips.

Tim, based on the photographer the picture is German but the uniform does not look military. Possible it is fraternal or occupational. Fred

I wonder if he was a fireman? I didn't find any uniforms similar to his in the few books I have. The shoulder boards are odd not being the same.
