Nice picture! Based on the use of the pelz (outer jacket), the shading of the uniform and parade shabraque, and the officer's parade harness, this is officer of the 8th husar in parade dress. The pelzmutze (busby) is the smaller brown otter fur type, which dates the picture to prior to 1912. The collar distinction indicates he has a rank no higher than a rittmeister (captain). The honorary "Chef" of the regiment was Tsar Nicholas II of Russia, and the shoulder boards would be cyphered with his initial and a crown above it.
