The maker is Brüder Schneider Wien.

I'm no expert on Austrian aviation badges. But, IMO, it does seem odd to have pins for the eagle, but recessed domed rivets for the dual cypher. Also, the amount of solder around the hinge and catch is somewhat unprofessional for such a well-known maker.

I like the hing, pin and catch. They seem consistent with the period. The maker mark is correct.
