But I'm on darkness about the '2nd medal and who is this militar.

Those are quite distinctive collar Litzen. If we could see what that device is on his shoulder boards, we could identify the unit. It's just a bit too out of focus to tell.

Looks like some sort of official. Could he be a doctor Herr Chip?

The doctor's collar tabs were dark blue with red piping, so I think we can count that out. I'm thinking something like Militär-Gericht, they had light blue Kragenpatten with red piping. Also, the device on the shoulder board is small, so I am thinking it is a Beamten shield.
