Need help with the determination of a button,

Would someone be so kind to help me with the following:

I'm trying to find out what kind of button this is. Because of the double headed eagle i'm thinking imperial Austria or Russia.

It's either made from an Austrian 1/4 Florin coin or a copy of the coin. Can't tell which from the scan. Coin buttons and jewelry were quite common in Germany and Austria around the turn of the century. Not military.
