French officer cap..??

What is this for a cap? It seems to be an officer (lt col?)

The ranking is constistant with a French full colonel (Lt. col. have alternating gold/silver bands) and the number over the cresent insignia would be for the 1st Spahis Regiment. They were light cavalry regiments drawn from native personnel. Thats about all I can tell you
