Id help on 2 austrian medals?

Just got 2 large cdv photos of a school picture one dated 1915 other maybe 1916.
on the 1916 pic the teacher or principle has 2 what look to be austrian merit awards on his jacket.
1. golden merit cross w/crown?
2. war cross for civil merit?
or red cross decoration or military merit cross w/war decoration?

now i tried to get the best closeup of the medals but they are a little blury.
but maybe someone can help i like this large 8x10 photo.
