Mystery shoulder board, anyone recognize this cypher?

I really don't think it's German, I'm not even sure how old it is. I'm starting a thread in the international forum as well.

The entire top surface is covered in fine bullion thread and the cypher is enameled.

When I saw it in the case of my favorite militaria shop, I thought it was a flask due to the vaulted shape.

Now I haven't been collecting for that long, but I haven't seen a board shaped like this before. I'm stumped!

You are correct in thinking that it is not German. My guess would be Belgian, but no guarantees on that!
