Medal bar question.

Hello,
I found the following medal bar on a dealers page for sale. There are two things that bother me about it. First is the long service before the Olympic medal. I did go back throught some old threads and it seems like there was confusion on precedence on a couple of the bars I saw. Second is the missing WW1 Honor Cross.
This brings me to a question I have wanted to ask on a couple of occasions. Does anyone here have a two war bar without the WW1 Honor Cross? I suppose someone could have been too lazy or cheap to apply for one. Perhaps they thought they were done with war. Would a person making up the bar add one? Let me know what you think.

Isn't this a "Frackspange" (cannot recall the English term now)? That would mean the precedence is reversed, so ok. As for the missing Hindenburg cross, I don't know either what to make of that.
