          I just looked at some Romanian Crown orders and there are some different grades and ...awarded in different times? ...how old is this one and what grade?

            It seems to be the Officer's Cross (Offizierskreuz):

              Order of the Crown of Romania (Ordinul Coroana României). It is Type II, awarded from 1932 to 1947. This type has the crowns between the arms and the cipher on the medallion. The pre-1932 Type I had ciphers between the arms and a crown on the medallion.

              This is gilt, so it should be in the grade of Officer (Ofițer). The ribbon of the post-1932 version is blue with a silver center stripe, and the Officer's Cross should have a rosette on the ribbon.
