Came across a similar ribbon on an industrial award...

they are, if i'm right.
it is the earlier version or it is only related to another civil award for "working".
but it is indeed german and i think between 1900 and 1999.
hope those small info could help a bit.

There were two of those medals (the boxed one) up on eBay that I came across yesterday, and the seller of one of them described it as a Weimar-era piece. No idea if that's accurate or not, but it's something...
