Just to make it clear, in 1873 there was no war, but 25th anniversary of emperor's Franz Joseph rule. It was awarded retroactively to veterans of earlier wars from 1848, 1859, 1864, 1866, 1878 (Bosnia) and Boxer's rebellion 1900 and probably later too.
