Austrian Habsburg Cap badge?

Hello all,

I was hoping you all would be kind enough to take a look at this cap badge I've found.

I thought it was Imperial Russian however I've researched the image and found it to be the crest of the Hapsburg/Habsburg family.

I know the family had a great run ruling most of the World so can anyone shed any light on what this badge was for?
