Another cased 1914 EK2 with Veteren's badge

This one has always puzzled me? Inscribed on the wreath is 186 R.116 R.222 R.254 LDW.116 ERS. BAT. 21. August 1921 and in the center is W with a II underneath. What the date signifies is beyond me. The WII is for Kaiser Wilhelm II. My guess is that 186 is a division and the other listings are regiments. What do you think?
