Yes, you are correct here however, the actual stamping had an elongated single "T" as shown below.
Sort of. Imo the vertical stroke of the first T was damaged on the stamp. I've always thought you could just make out the top of the vertical stroke, ie the top stroke is not straight, there is a little "v" where the top of the first vertical T stroke would be. The original stamp imo had one long combined topstroke and two vertical strokes to make a double joined "TT".

I agree to a point with that, and the empty space would allude to the other leg of the "T" however, I have yet to see an original badge showing a double-T fully stamped.
It could be a case of a die that was originally faulty from the start IMO.
