Shooting award on estand

Looks like a marksmans qualification badge. The '3' probably denotes a level rather than a subsequent award. I'm not sure if it's German though.

I assumed it was German because of the "W" and crown.

Polished metal but not sure what kind. It's too hard to bend so it's not lead.

It is certainly not an official pattern. My guess is that it is a civilian marksman award, made to look similar to the military badge.
