Yes, it is an Imperial German Boxcar eagle plate, to designate that the boxcar is part of the Imperial German Railway System (K.P.E.V., as shown on the wikipedia link by Michel/member "morel5000"). It was mounted towards the front of the side of the boxcar. Here's a photo of one in use.

I have one of these myself, which was brought home by a local vet, Major Frank Snyder, of Jewel, IA.
