Yes, it's the Hohenzollern House order, and it must be for the princely as it is the actual house order's ribbon. A Prussian one with swords would use the generic black and white ("EK") ribbon.
I suggested a lower decoration because of the rest of the awards.. An EK2 and a Hindenburg Kreuz was the most common decoration combination nearly every third soldier had.. A rather high 4th class of the HoH with Swords should be quite uncommon, especially when there isn´t even any other decoration on that bar.. Or it´s just simply the Preußisches Kriegsverdienstkreuz.

The cross shown by Trevor is not the 4th class of the (Royal) HOH (HOH4X) which was awarded about 17 times with swords to high NCOs, but the Princely Ehrenkreuz 3. Klasse which was awarded to junior officers - about 1000 in WW1.
Many, many of those junior officers had no other awards than an EK2, maybe an EK1, and, if they survived, the Ehrenkreuz für Frontkämpfer. So both is possible, and even likely.

Sorry, I always mix it up with the RAO, where 4th class is without enamel and 3rd class is
