That is the campaign medal for The Franco Prussian War of 1870,and the lettering on the rim is indicative that it was made from captured French Cannons that were melted down. Here is one i have that is mounted on a bar

i'd suggest looking on ebay to get an idea of what they are going for, i have no real idea

Yes. This is the earlier, awarded type, so I think $25 is fair. Later ones without the inscription around the rim would probably get a bit less.
