Another paper weight - bigger and better

This one is bigger and much better quality than my first one. It's almost twice the size at 4.25"x4.25". It has a nickel plated frame, W and 1914 and weighs in at 16 oz. It also appears to have the date 1914. 2. on the reverse. Would this stand for February 1914? If so, they obviously knew something the Allies didn't.
