Need opinions on this parade mount

The cross looks OK. I like the fact that the cross has a very small
ribbon ring which indicates to me that the cross was made to go
on a medal bar. The thing that I notice is that the ribbon looks
to be in much nicer condition than the cross. --- It makes me wonder
if the setup originally came with a non-com ribbon.
