I think it would be ok, as long as you do not try to sell it as a real one

Of course there is no way to distinguish between a real EK2 awarded with a non-combatant ribbon, and an EK2 that has had a real non-combatant ribbon attached to it by a collector more recently.

I'm speaking of single, non-mounted pieces. But you have to be careful with mounted ones as well -- there are a lot of people making up bars with original awards these days. Luckily there are also people on this forum who are good at distinguishing a period from a recently-made bar.
