I think it may be a deco piece. It's not Russian, Austrian, or from Schwarzburg-Rudolstadt, Lübeck, Serbia or anywhere else that I can think of that had a double-headed eagle. Maybe someone else can come up with it.

I'm thinking maybe Spain. The shield is similar to the crest from Castile y Leon. http://en.wikipedia.org/wiki/Castile_and_Le%C3%B3n

The kingdom of Spain also used a double-headed eagle that looks similar. Search double-headed eagle and Kingdom of Spain on Wikipedia.

thanks, not spanish, the problem is the center, quartered crest with two sets each of lions rampant and castles

It may well be a fantasy piece, but it is playing on a Habsburg theme because it has the Order of the Golden Fleece around the shield, which means either Austria or Spain. The colors on the shield are wrong, but the design of the shield is Spain, a three towered castle in quarters 1 and 4, and a lion rampant in 2 and 3.
