Opinions on three ribbon bars

I've got my own semi-educated opinions, but before I insert my foot in my mouth, I'd like to bounce these images off the group and see what y'all had to say about them these three ribbon bars:

Middle one looks fine. Bottom one could be fine, rather unusual combination (SWA 1904-06 with no long service... Luftschutz with a Westwall).

Top one, nope:

7th ribbon is Bulgarian WW1 Commemorative Medal. Although created 1933, I have yet to see one awarded to a German before 1938-- and there is no Hindenburg Cross here, yet the 1920s German Honor Legion ribbon is in 8th place. And too many WW1s to someone who would have had to be a junior NCO.

The top one was the one that rung the loudest alarm bells in my mind. How exclusive was the use of that mini EK device to Saxony?

Another thing about the 1st one is that the Oldenburg ribbon is out of sequence - should be after Saxony and Wuerttemburg. Of course, in the 1920's people often disregarded orders of precedence.
