If they were cranked out as souvenirs, why don't we see more of them?? They seem to be quite rare.

as you correctly noticed by naming the small oak leaves ( not to mention the ugly rest ),,its very deviating from what wood be normal fore an quality peace .
back in the day's Stephan previtera wrote his book,
nothing was know about theater medals and orders .
several legal makers where making theater medals
( maybauer was one off them )
and god knows fore what else they made copy's
what you see is ( at best )one off many examples off the low budget ,bad quality copying off the time 1918/1941 .
(not necessarily theatre medal production by the way ...)
if not some obscure fake production off some other origin ,,maybe even modern
story's about where they found are no guarantee fore anything .

the French story started as a assumption ( idea ),,,,ending up as a UN-throe story ,,,wondering from collector to collector on the Internet .
as compensation fore a better explanation
and
a not so smart investment .
