I dont have any problems with it, the ribbon looks like an original one too. The core seems to have been retouched, as I see some black paint on the beading?

This certainly seems to be a similar core to mine, although lacking a bit of detail, possibly due to a re-paint?

Note the jumping '8' and '3' in the reverse date...

It definitely looks as though the core has been repainted, and it does not appear to be 1870-71 issue. It may be a later private purchase piece, which is common enough. I have seen better quality examples. If the price is very low, sure, but if it were me I'd wait for a better one.
