Help with identifying medal and shoulder board

A couple of items I would appreciate some help identifying. The first is a cross 1914-1918, I really like the ribbon pattern but have no idea what the medal relates to. Best guess is some kind of regimental commemorative private purchase piece. Opinions valued.

Judgeing from the colors and style, I would guess that the medal is maybe French or Belgium.

Yes its from Belgium, ww1 medal for deportees.
