For some reason this object reminds me the ANTI-PARTISAN BADGE I believe it´s the snakes.....well i think that this face on it is from MEDUZA(in portuguese) Meduza was a monster ho lived in Greece...in the legend if you looked at her you would be petrified.. i hope this can help you.

Hello,

The face looks to be from a German officer's belt (there were two faces like this, where the sword hangs) and the snake looks to be from a British belt buckle. I think it's put together. You don't have a scan of the back?
