What medal on bar

Can anyone tell me what the Imperial decoration on this bar is? Anyone care to comment on the bar itself, maybe help me out with an estimation of value?

That is the 1912-issue Prussian General Honor Decoration in bronze, which differs from the earlier style in several ways, most notably that it is dated and the cypher is different. As to value of bar, perhaps others can chime in.
