Chip, as usual, is right: this particular monogram has been associated in the past with Prinz Heinrich, brother to Wilhelm II. See

Great Waffenrock. I have been trying for years to find one of that rank, the last NCO I need. I am sure this is the same one that was for sale on a dealers site a few years ago, he was selling this IR82 Feldwebel Waffenrock and Schirmmütze with an officer's Pickelhaube and would not split them; he was was adamant they belonged together (even though they did not match in rank). Oh well, nice to see it again and I will keep looking. Good score.
