I don't know a lot about buckles, but it appears to be a Prussian army buckle.

Looks like a nice WWI era Prussian Army belt buckle.

I believe it is a reproduction. The swedged prongs are typical of a known repro that has been available for many years. It is usually seen in conjunction with the punched out keeper hole. Take a look at this site's repro page and you will see very similar examples.

When I saw the back of the buckle, I had the same thought about the prongs.
