The precedence oder (note NSDAP position and Austrian medal BEHIND the Hungarian AND a civil servants' jubilee medal!) is waaaaay off- and a NSDAP 10 to an Austrian (although the bar purportedly shows an ex-Austrian living in Germany @ 1941) ????
......... sort of possible, but not very likely.
The ...."construction looks period" though, to quote a 'famous author'.

Neither like the combination nor the sewing, too. 1898 jubilee medal to a WW1 Gefreiter... and am not sure but think this Habsburg jubilee stuff wasn't allowed to be worn post-1938...
A bar I would not touch unless it comes with photo and/or wearer proof.
Interesting treatment on the back of the bar. Within the last week, I saw another bar with the exact same "burlap" cloth and a pin that was made the same way...with the lower tab outside the cloth instead of under it. I saw the bar either on WAF or on ebay. I'll see if I can track it down.
Also the sewing, like saschaw said. It seems unusual for the left and right margins of the back cloth to be sewn on a set-up like this. As is, you can't peak under the edge to see the way it was made or the old patina. Or lack of old patina.(??) Ammersee
These purportedly Austrian bars are turning up in great quantity lately. I don't like the uneven wear to the ribbons, and the precedence of the medals is not right, amongst other things.
