        Hi,
        no, that is not a normal ribbonbar-device. This one comes from a lapel-bow.




        The second black-white ribbon could be for a wartime- crown-order or a wartime-red-eagle-order or a Hohenzollern decoration.

          While it MIGHT be possible for a small ribbon bar to have been worn on a civilian lapel rather than a uniform, the crossed swords behind 1918 Wound Badge is indeed a lapel bow device and should NEVER be found on a ribbon bar. It is a classic indication that somebody has mucked around with something.
