I don't know, but I will admit that for some reason the color in the first pic is a little off. I'll try and take a better pic and post it.

It's a faded non-combattant ribbon. The Hessen ribbon is a lighter blue. Would that make the EK a schwartz-weiß-schwartz für Nichtkämpfer?

Its the combatant ribbon. Non-combatant is red with blue stripes.
