I think this is a fake commonly called the "9th bead fake" In this
case the 9th bead is not very pronounced but other aspects of the
core look like a match. Do a search on "9th bead fake" and you
will find others to compare to.
This is a tough one to call for sure but I personally would stay away.

Leaving the cross to those that know far more about these than I do, I will comment on the ribbon and devices.
The EK ribbon is a curiosity. The inner black vertical thread is missing. Not sure what would cause that. And why only on that ribbon in that location? Why not on the campaign ribbon? If trying to appear mothed, the norm is that moths and silver fish eat the white stripes and leave the black--must be the taste. This has wear only in a very odd place and if that badly damaged, why no damage at any other location on both ribbons?
The second thing I don't like is the block numbers on the oak leaves. Seems like they should be serif in style rather than block, as encountered on most fake leaves. My two pfennigs. Steve
