Photo - What are these machines?

I've got a couple of photo albums from a German soldier or policeman in what appears to be Turkey and some Slavic countries. In a couple of the pics he is with these machines that resemble a typewriter with a large spool of white tape coming out. His office has a number of these machines, in sections designated by city. Anybody have aclue as to what they are?
