What is this board?

Hi guys, can you tell me from these photos /have no other/, what is this board? Could it be Imperial German? Is it German at all and is it old? The crown may be from it, but may be not, too.

I can't say for sure but the crown style to me almost looks Bulgarian with the script banners coming from the base of the rim. Steve
