small device, what for?

Imperial specialists,

What was this tiny Wilhelm II. device for? It had three prongs on the back, two of them are broken, one still intact. It has approx. the size of a 2 cent coin.

I have seen something similar in size on a photo of an imperial sabre, but surely that one was affixed in a different way...
