Help! Identify this medal!

Hi all! Just got this beautiful medal. It is slightly vaulted and measures 1 13/16 inches across the medal itself. The two headed eagle is white enamel with brass or possibly gold plated metal. The Iron Cross is a separate piece attached from the back. There are no markings at all. Any ideas?? Thanks in advance, Ausgang

This two headed eagle looks to me more like from Imperial Russia

But same time sword dont make any sence, also EK type cross (can be as well St. Georgs order shape)in the middle

This may be a decorator too or a carnival medal. I would send the image to these guys.
