That is the Bavarian Mayors' medal of office, created by Prince-Regent Luitpold. It is not an "award" but an Amtsabzeichen für Bürgermeister.

I suppose these MIGHT still be worn today as a "tradition" emblem, since the insignia belongs to the OFFICE and not to the HOLDER...

Thank You Rick. A fast and precise information as always.
So we can presume that he was the mayor of a town in Bavaria.
Now it would be nice to find out what town. Probably almost impossible. Unfortunately there is no information at all with this photo, only a photographer stamp, but from munich and I think he was not the mayor from munich, those are rather well known.
