Another ribbon bar question

Can anyone help me out with this ribbon bar? I'm pretty lost on this one...

A fascinating bar . . .

The first two are Austrian, the third is a guess (Austrian as well)

1. Red Cross Honor Medal w/War Decoration (love that enamel wreath)

2. 1912-13 Commemoration / Mobilization Cross

3. 1898 Jubilee Medal (bronze) *not sure of this*

4. I have not a clue

The third could be the 1908 Jubilee for Civil Servants, but if so it is out of order. But the color actually looks more like a Bulgarian Order of St. Alexander or an Order or Medal of Merit. The last appears to be the Bulgarian Order of Civil Merit or a German state civil award (I can't remember which).

last one is like Dave told the Civil Merit Order.
3rd one also for me appears as Bulgarian Alexander.

Those ARE 15mm ribbons, not 20mm? Certainly post 1933, from the WWI Commemorative medal ribbon used as a backing strip.

The wreath is the War Decoration for Red Cross awards, which was green enamelled. No way to tell class of the award from that.
