1915 Oval Eagle POW helper medal?

Hi,

I know I've seen this one discussed/mentioned somewhere before but I can not find the thread(s).

Does anyone have any additional info on this medal - who "awarded" them, for what, when, etc?

Any help appreciated, not for me, but for a friend!
