Strange bar to a China vet

Just got this curious bar in the mail today:



The grayish ribbon in fourth place looks to be a really faded out Anhalt, of all things. The backing is a dark navy blue. I'm still trying to make sense of it, and if anyone has any feedback, it'd be appreciated.
